About PHASE, Inc.

PHASE, Inc. (“PHASE” which is an acronym for Partnership Housing Affordable to Society Everywhere) was formed as a housing non-profit organization dedicated to increasing the supply of affordable housing units for low-to-moderate-income households.  PHASE is directed by a board of directors that includes experienced housing professionals and service providers from the communities it serves. 

Through community partnerships, PHASE strives to increase the supply of safe, decent, and affordable housing units to low-income households and provide on-site services that may help increase the opportunity and productivity of its tenancy in the communities it owns.  This mission will be carried out through a coordinated effort of not only the members of the Board of Directors but also local non-profit organizations and church groups.  The goal is to offer our tenants a safe, affordable living environment with comprehensive supportive services to facilitate self-sufficiency objectives for all family members. Some of the supportive services featured include educational training and support to improve reading skills and computer literacy.

PHASE believes that supporting families in this comprehensive manner promotes family self-sufficiency by creating a learning environment for seniors, adults, and children; job/employment assistance to increase wages and sustainable income; and support and technical assistance to help families realize their self-sufficiency objectives.  Thus, our programs will facilitate community empowerment from the ground up so that the communities PHASE serves become proud, productive, and viable.

The specific charitable purposes for which the Corporation is organized include the following: (1) providing affordable housing and related services for low-income and moderate-income persons and families (including without limitation the disabled, mentally ill and/or elderly) who are in need of affordable, decent, safe and sanitary housing and related services where an inadequate supply of housing exists for such persons; (2) providing descent safe and sanitary housing for low-income and moderate-income persons, or for low-income and moderate-income persons and families (including without limitation the disabled, mentally ill and/or elderly)who are homeless or in imminent danger of homelessness, or who are displaced from urban renewal areas, or as a result of governmental action or a major disaster where insufficient housing exists for such groups; (3) assisting low-income and moderate-income persons and families (including without limitation the disabled, mentally ill and/or elderly) by enabling them to secure the basic human need of decent shelter; (4) assisting low-income and moderate-income persons and families (including without limitation the disabled, mentally ill and/or elderly) by providing or facilitating social, educational and other services that improve their quality of life or self-sufficiency; and/or (5) serving, whether directly or through a to be formed subsidiary, as a general partner in limited partnerships and/or managing member in limited liability companies which will own and operate housing for the benefit of low-income persons and families (including without limitation the disabled, mentally ill and/or elderly) who are in need of affordable, decent, safe and sanitary housing and related services.

The Corporation intends to accomplish the foregoing charitable purpose, at least in part, through the acquisition, financing, ownership, development, construction, operation, management, leasing, selling, and/or facilitation of multi or single-family housing developments for low-income households, including housing for seniors and individuals with disabilities, whether directly or through partnerships and/or joint ventures with other nonprofit, for-profit and/or public/quasi-public entities.
